DEPUTY’S REPORT -
Deputy Merwin stated that deputies have been issuing traffic citations on State Road 52. Merwin is investigating a burglary at Saint Leo University.
PUBLIC COMMENT -
Moratorium Richard Christmas suggested a moratorium on approving development permits until the Comprehensive Plan update is complete.
Attorney Petruff stated that a moratorium must be for all building permits, not just new developments. Moratoriums are for emergencies; Petruff will research the standards of moratoriums.
Commissioner Hamilton requested that Moratoriums added to the March Agenda

MAYOR’S REPORT
Proclamation 24-04 Honoring Holy Name Monastery 135th Anniversary
The Proclamation was read by Town Administrator Andrea Calvert.

Florida League of Cities - Legislative Action Days & Appropriation Request Update
Mayor D'Ambrosio and Administrator Calvert attended the Florida League of Cities Legislative Action Days. They had positive meetings with Pasco County representatives and addressed the appropriation request for the Town Center infrastructure.
COMMISSIONER'S REPORT
Municipal Association of Pasco Meeting
Mayor Pro Tem Hallett spoke about the 02/01/24 Municipal Association of Pasco meeting. The guest speakers were Lead Communication Coordinator at Southwest Florida Water Management District Robin Grantham and Amber Smith, the Senior Government Affairs Regional Manager. Grantham spoke about the Florida Water Star Program which promotes water conservation.
Private Street Names on Saint Leo Abbey and Saint Leo University Property
Mayor Pro Tem Hallett noticed that the street sign names at Saint Leo Abbey and Saint Leo University are inconsistent with Pasco County Geographic Information Systems (GIS). Hallett suggested addressing the street sign names in the Comprehensive Plan Update.
Comprehensive Plan Update
Commissioner Dewitt stated the 02/28/24 Comprehensive Plan Workshop will be held at the Saint Leo University Boardrooms at 6:30 PM. Residents will be able to take a survey at the Workshop.
ATTORNEY’S REPORT
Pompanic Street Sidewalk Handrails
Attorney Petruff informed the Commission that the Pompanic Street guardrails are not up to Americans with Disability Act (ADA) Standards. Superior Siteworks, LLC, used a third-party contractor to install the guardrails. The Town has not sent the final payment to Superior; San Antonio has paid their portion of the final bill. Petruff suggested to the Commission that a letter be sent to Superior Siteworks, LLC.
MOTION: TO AUTHORIZE THE MAYOR TO APPROVE A DEMAND LETTER TO SUPERIOR SITEWORKS, LLC., REQUESTING THEY TAKE THE NECESSARY STEPS TO CONSTRUCT THE SIDEWALK ACCORDING TO THE CONTRACT.

Attorney Petruff discussed proposed legislative changes that could impact the Town.
PLANNER’S REPORT
12742 Pompanic Street Renovation Application
Planner Ashburn stated the 12742 Pompanic Street renovation application is in compliance with the Town's Land Development Code and recommends approval of Resolution 24-04.

ADMINISTRATOR’S REPORT
Staff Update Administrator Calvert introduced the Town's two new interns, Khristian Parish and Hannah Lynn.
Qualifying Period for Commission Seats 1, 3, and 5
Qualifying Period for Seats 1, 3, and 5 starts on 02/13/24 at 12 PM and ends on 02/20/24 at 12 PM.
St. Leo Community Booth at the Pasco County Fair
The theme set by the Fair Association for the 2024 County Fair is “Buckets of Fun for Everyone.” The Town is using a construction theme with help from Saint Leo University staff and students.
UNFINISHED BUSINESS
Zip Code Boundary Review Update
Mayor D’Ambrosio announced that the United States Postal Service has received all of the Zip Code and Boundary information.
Fire Inspections and Plan Review - Update on Service Request and Communications
Administrator Calvert stated that the Pasco County attorney is reviewing the request for temporary fire inspection and plan review. Inspections with our current Fire Inspector will continue.
NEW BUSINESS
Blood Drive at Town Hall
There was one donor for the 02/02/24 Blood Drive. The next Blood Drive will be on 03/29/24 at A Cup of Organic.
Commissioner DeWitt suggested having future blood drives at the Monastery tennis courts.
2023 Audit The 2023 Audit will begin the week of 02/19/24 at Town Hall.
Town Center/History Center Donation Acknowledgement
Sacred Heart Church donated three paintings to the Town for the Town History Center; Saint Leo Abby's Brother Paul Tennis painted these.
